What is PNT?
Today PNT, Positioning Navigation and Timing (the three key aspects of ‘timekeeping’) Services emanate from various agencies of the US government and are collectively known under the banner of the Positioning Navigation and Timing Assets of the US Government. In all Navigation and Positioning Systems today time data and differences in time data propagation are what are used to create the navigation fixing systems we all rely on today for virtually everything.
Legal Sources of Time – it does matter
But eCommerce is more than just Navigation, its about evidence and the ability to create treaty-compliant digital data records. So because of this extended use paradigm where time for official purposes comes from turns out to be rather important in the bigger picture of things as well.
That said in the case of timescale instances there are two used today. That of the US Navy and the USNO in their UTC(USNO) [WWW.USNO.Navy.Mil] and that of the Civilian Government from the National Institute of Standards and Technology, UTC(NIST) [WWW.NIST.GOV].
While many also believe that the GPS timebase is a third in fact the GPS Timebase is that of the USNO and is provided to the Air Force through the USNO and its operations at Shreiver AFB in Colorado, home of the GPS Operations Group and the Naval Alternate Master Clock instance.
The formal and legal charter for timekeeping with the Navy rests in the Navy’s creation and that of NIST stems from 1902 and the original “Organic Act” which Created the original National Bureau of Standards, now called the US National Institute of Standards and Technologies, US Law 15 USC 271 and 272. The US Department of Transportation also factors into this since a previous piece of legislation, 15 USC 260 provided it through a circuitous path the control of time-of-day values in the States themselves. US DoT RITA is the spearhead for much of this effort as well coordinating GPS and failover services for Airports and other Transportation and Facilitation Specific areas of the US Critical Infrastructure.
Because time and navigation services are tied to virtually everything (and especially GIS Systems) today the US Government has a group opened up under DHS and collectively the PNT Organizations are voiced to the Administrative branch of the US Government through http://www.PNT.Gov (aka http://www.gps.gov) and other vertical agencies and projects.

Certichrons foundations are steeped in time practice management and the concept of creating sovereign time source availability:
In 2001 we had NIST turn the first International US National Timebase instance on in Japan under NIST CRADA 1681. The system was tested for 36 months before the test was shut down. We called the service CertifiedTime and the vertical timing service instance was a Regional Timing Service Center (a sovereign time server instance).
We designed today’s Regional Timing Center as an extension of the NIST CRADA 1681 system by adding a real-time continuous monitoring process from the NIST Calibration Desk called TMAS. The TMAS measurement system further opens the possibility of a NIST UTC over PTP transport by providing secondary 1PPS calibration strobe service.
The application of TMAS to the NIST ITS systems creates a two-factor time instance certifiable in a sovereign context to the two actual roles those responsibilities within NIST are tied to. TMAS with its reference to ITS service serves as a penultimate US National Time Standard Instance.
Since 2006, Certichron has replicated the Regional Timing Service Center across the United States to create a hard-wired hub-and-spoke distributed network of Regional Timing Centers.
Certichron’s Regional Timing Center network forms an official arm of US PNT Service Network and is an asset in the context of direct-access points to US National Time Services.
